He emphasized that while pursuing these aggressive reduction targets, green growth must also be driven.<\/p>\n<p>Premier Cho noted that the Phase 3 Greenhouse Gas Periodic Regulatory Goals will be achieved progressively through Taiwan\u2019s Comprehensive Carbon Reduction Action Plan, which integrates bottom-up autonomous plans by each ministry and, thanks to Vice Premier Cheng Li-chiun\u2019s convening of multiple meetings, top-down flagship initiatives proposed by the Executive Yuan\u2019s Net-Zero Pathway Task Force. These 20 flagship carbon reduction projects span six major sectors\u2014energy, manufacturing, residential &amp; commercial, transport, agriculture, and environment\u2014and will effectively intensify reduction efforts. He also expressed the expectation that the electricity emission factor will decrease to 0.319 kg CO2e\/kWh by 2030.<\/p>\n<p>Adhering to the strategic directive of \u201cPrioritizing Carbon Reduction with Net Zero as Target,\u201d Premier Cho stressed that \u201cactive carbon reduction\u201d will be the core focus moving forward. He urged all ministries to accelerate the drafting of greenhouse gas reduction action plans under the Climate Change Response Act, to complete stakeholder communication and public consultation, and to ensure that these carbon reduction plans are fully implemented and vigorously promoted.
